David J. Blair
President

Mr. Blair has been a registered community pharmacist for over 20 years. He founded MC&O in
1996 to address a specific gap in healthcare delivery; What happens to a patient once they leave
the physician's office with a prescription?" He currently serves on the Board of Directors of
the Washington DC based National Council on Patient Information and Education and the Indiana
Rural Health Association. He currently serves on the Criteria Committee through NCPIE for the
Consumer Medication Information (CMI) Initiative with the FDA. He is an active member of the
American Pharmacists Association, the National Community Pharmacists Association, and the National
Patient Safety Forum. He was chosen to speak at Annenberg II, Enhancing Patient Safety and
Reducing Errors in Health Care. The conference highlighted innovative programs aimed at improving
healthcare delivery and safety. He presented at NCPIE's 12th National Conference "Medication
Communication: The Basics and Beyond" in Washington D.C. His program, Counseling, Compliance, and
Documentation in a Primary Care Setting highlighted the success and value to a proactive patient
approach in healthcare delivery involving professional collaboration. Mr. Blair received the Inaugural Paul G. Rogers/NCPIE National Medication Communicators Award in
May of 1999. The award, presented to him by Senator Richard S. Schweiker and Representative Paul
G. Rogers in Washington D.C., was for innovative programs and research benefiting patient
medication awareness. He has presented to the Governors Conference on Aging, The Indiana Rural
Health Association, and is a guest lecturer at Purdue University. David's efforts have received national
attention in articles published by the American College of Physicians - American Society of
Internal Medicine, Unique Opportunities - The Physicians Resource, and Woman's Day Magazine.
He is currently working with The American Medical Association (AMA), the National Association of
Chain Drug Stores (NACDS), AARP, and others assisting the FDA with the Consumer Medication
Information initiative where he serves on the Criteria Committee.
Mr. Blair has a BS from Millikin University in Chemistry and a BS from Butler University in Pharmacy.

Ryan S. Pfenninger
Director of Technology

Mr. Pfenninger serves as the Director of Technology for Medical Care and Outcomes where he has
overall responsibility for the development and maintenance of MC&O's entire technology
infrastructure including the creation of MedInterventions, the company's patient intervention and
management software. Mr. Pfenninger
has extensive experience in fields such as information technology, finance, and the development of
start-up businesses. Before rejoining MC&O in 2003, Mr. Pfenninger was an analyst with Financial
Stocks Inc. where he covered banks and thrifts, insurers, specialty finance, and financial
technology companies. He was also an integral part of structuring several private equity deals in
the banking and insurance industries. Prior to his work with Financial Stocks Inc., Mr. Pfenninger
worked with Medical Care and Outcomes where he developed the company's patent-pending patient
intervention and management software. Previously Mr. Pfenninger founded, built, and sold
debtforsale.com Inc., an online marketplace for commerce related to distressed debt instruments.
The company transacted more than $128 million in debt before being sold in October 2000. He also
co-founded a business search engine that was licensed by a Korean company in 1999. Ryan's first business
venture was a stock research group where he developed a technology platform to simultaneously
support real-time communication among its 4500+ members and helped to build distribution capabilities for its
100,000 total readers. The group's website was ranked fifth in its category by Yahoo!
Internet Life Magazine. Mr. Pfenninger holds a degree from the Kelley School of Business at Indiana University.

Kathleen A. Weissenberger
Director of Operations

Ms. Weissenberger has over 18 years experience in management and administration in various fields.
Most recently, Kathleen was a Senior Project Manager at U.S. Health Services Corporation, where
she managed the Federal Rural Health Outreach Grant for MC&O. Ms Weissenberger was also
responsible for all licensing/compliance issues for the institutional and direct-to-consumer
pharmacy divisions of USHS as well as the creation of financial models and project plans for the
business development team. Before returning to Indianapolis in 2002, Ms. Weissenberger was the
Director of Administration for Solera Capital, a $250MM venture capital fund in New York City. In
her role at Solera, Kathleen was responsible for all day-to-day operations of the fund including
fundraising, financial accounting and human resources management, facilities management, and
supervision of the administrative staff. Prior to her role at Solera, she was an Office Manager
for Morgan Stanley Dean Witter in the fixed income and equity controllers division where she
managed the headcount and budget process, facilities and operations management and supervised all
administrative personnel.
