Medical Care and Outcomes was founded in 1996 as a corporation specializing in patient follow-up
care following an out-patient medical office visit. As a working community pharmacist, David
Blair had recognized a significant gap in healthcare delivery. Specifically, who knows what
happens to the patient after they leave the physician's office?
With published medication non-compliance rates exceeding 50% and the lack of patient education in
areas of health status and disease state management further compounding this problem, he felt it
was time to do something about it. In 1996, Mr. Blair formed Medical Compliance and Outcomes,
Inc.
In 1997, Mr. Blair began work on his first project, a program designed with a local physician to
make follow-up calls to acute-care patients. The initial results from this program were presented
in 1998 at the AMA's National Patient Safety Foundation conference Annenberg II - Enhancing
Patient Safety and Reducing Errors in Healthcare. The conference validated Mr. Blair's concerns.
Furthermore, it was apparent that most of the safety and quality initiatives in the US were being
addressed in the hospital and institutional settings. Very little was being done in the
out-patient arena where 60 to 70 percent of healthcare delivery was occurring in the United States.
In 1999, the company changed its name to Medical Care and Outcomes, LLC.
Medical Care and Outcomes was acquired by Standard Management Corporation (NASD - SMAN) in early
2003. Mr. Blair was retained as Managing Director of Medical Care and Outcomes, a then subsidiary
of SMAN's U.S. Health Services.
In April 2004, Mr. Blair and the original group of investors purchased MC&O from Standard
Management and re-launched Medical Care and Outcomes, LLC.
MC&O is currently working with physicians, nurse practitioners, pharmacists, rural health
clinics, the Department of Health and Human Services, and major pharmaceutical companies.
